New federal court testimonies are shedding light on the intricate conspiracy behind the 2021 assassination of Haitian President Jovenel Moïse. Former Senator John Joël Joseph, testifying before a judge in Miami, has provided explosive details regarding the planned transition of power and high-level security breaches.

The Strategy for Political Transition

According to reports from the Miami Herald, the conspiracy involved a calculated plan to seize control of the Haitian government immediately following the President’s removal. John Joël Joseph testified that Joseph Félix Badio, a central figure in the investigation, had organized a specialized security detail.

These agents were reportedly paid to occupy and secure the National Palace the moment Moïse was incapacitated. The primary objective was to pave the way for Wendelle Coq Thélot, a former judge of the Court of Cassation, to be installed as the provisional president without internal military or police opposition.

Compromised Security: The USGPN Connection

Perhaps the most damaging part of the testimony involves the alleged collusion between the conspirators and the leadership of the USGPN (General Security Unit of the National Palace).

Dimitri Hérard, the then-chief of the USGPN, was described as being in close “partnership” with Joseph Félix Badio.

This revelation provides a potential explanation for why the presidential residence was breached with minimal resistance on the night of July 7, 2021.

The testimony suggests that the “inner circle” of the security apparatus may have been neutralized or co-opted long before the gunmen arrived at the private residence in Pelerin 5.
