7 Arrested in Haiti After Citadelle Laferrière Tragedy Leaves 25 Dead

The Haitian National Police (PNH) have launched a sweeping crackdown following the catastrophic event at the Citadelle Laferrière on April 11, 2026. On Sunday morning, the North Departmental Service of the Judicial Police (SDPJ-North) executed a high-stakes operation in the commune of Milot, resulting in the arrest of seven individuals, including local law enforcement officers.
Investigation Into the Milot Tragedy
Acting under the mandate of Government Commissioner Me Eno Zéphyrin, investigators arrived at the UNESCO World Heritage site early Sunday, April 12. The operation is the first major step in the judicial inquiry into the tragedy that claimed the lives of 25 people just 24 hours prior.
The SDPJ-North team conducted on-site interrogations of personnel and witnesses to determine the level of negligence or involvement in the incident.
Law Enforcement and ISPAN Officials Detained
The arrests have sent shockwaves through the local administration, as those detained include officials responsible for the site’s security and preservation.

In addition to the police agents, two employees of the Institute for the Protection of National Heritage (ISPAN) in the North Department were apprehended:

During the raid, authorities seized six mobile phones and six official badges. These items have been entered into evidence for digital forensic analysis to track communications leading up to the disaster.
Justice and Public Safety
The seven suspects are currently being held at the Cap-Haïtien Central Police Station. They remain in custody pending formal charges as the PNH and the judiciary work to provide answers to a grieving nation.
The Haitian National Police (PNH) issued a public statement promising “full light” on the tragedy. “Every necessary measure is being taken to ensure transparency and justice for the victims,” the department noted.
